Bus Scheduling and Routing

Adequate service, safety and efficient operation shall be the goals in the planning of school bus schedules, routes and stops.

The director of transportation shall be responsible for the development of these transportation plans which shall be subject to the approval of the superintendent.

Spot locations maps developed from school census information and supplementary surveys as needed shall be used in planning routes.

The Board desires that all students be received and discharged from buses as near their homes as possible, but on public roads. Bus stops shall be designed to comply with state law regarding students’ embarking and disembarking on major thoroughfares. The distance students shall be required to walk to bus stops shall not exceed one mile for elementary students or two miles for secondary students. In the case where students live beyond the designated walking distance from bus stops, their parents or guardians must provide transportation to the stop. Parents shall be reimbursed for such transportation in accordance with Board regulations.

Parents/guardians of preschool and kindergarten students must meet their child(ren) at the bus stop unless other arrangements have been made with the transportation director. In the case where a parent/guardian does not meet the bus as required and alternative arrangements have not been approved by the transportation director, students will be returned to the school as long as designated school personnel will be on duty to receive the child. Otherwise, student(s) will be taken to the appropriate public authority or agency. Parents/guardians shall be required to pick the student up at the school or public authority or agency, as necessary.

District operated buses shall be routed over well-maintained all-weather roads on routes designated by the superintendent or designee to meet the needs of those requiring transportation. Bus routes and bus stops shall be regulated and changed at the discretion of the superintendent or designee. Routes will generally not be established in areas where payment of equitable transportation allowances to students or subsistence allowances to parents will accomplish the needed transportation at less cost to the district. All buses shall normally traverse the entire route on regular school days, except for adverse weather conditions. The establishment of a bus route must be part of the district-wide system of routes that will provide satisfactory and safe transportation for eligible students of the district with the smallest possible total bus route miles and bus stops.
